Noem, echoing other members of the Trump administration, has been critical of Joe Biden’s handling of FEMA, stating that the previous administration had failed in key areas. She emphasized that Trump has created a task force to explore FEMA reforms, which may include shifting responsibilities and funding from the federal level to the states.
