  • 5.6-magnitude quake rattles southern Philippines

    A magnitude 5.6 earthquake struck off the southern Philippines on Wednesday, the United States Geological Survey (USGS) said, with no immediate reports of damage or casualties.
    The quake off the coast of the island of Mindanao had a depth of 30 kilometres (18.6 miles), the USGS added.
    The Philippine Institute of Volcanology and Seismology placed the epicentre about 43 kilometres southwest of the town of Maitum, located in a mountainous and sparsely populated area.
    Local authorities told AFP early indications were that the quake had caused no significant damage.
    “It was strong but didn’t last long. We have checked but it was negative (for damage or casualties),” said Gilbert Rolifor, a fire department official in Maitum.
    Quakes are a daily occurrence in the Philippines, which sits along the Pacific “Ring of Fire”, an arc of intense seismic and volcanic activity that stretches from Japan through Southeast Asia and across the Pacific basin.
    Most are too weak to be felt by humans, but strong and destructive quakes come at random with no technology available to predict when and where they will happen.

    The Trump administration acted quickly Monday to punish Harvard University after it refused to comply with a list of demands from the federal govt that the school said were unlawful.
    On Monday afternoon, Harvard became the first university to refuse to comply with the administration’s requirements, setting up a showdown between the federal govt and the nation’s wealthiest university. By evening, federal officials said they would freeze $2.2 billion in multiyear grants to Harvard, along with a $60 million contract.
    On Tuesday, President Donald Trump said Harvard should lose its tax-exempt status and be taxed as a political entity if it doesn’t submit to his demands for the college to change the way it runs itself.
    Other universities have pushed back against the administration’s interference in higher education. But Harvard’s response, which called the Trump administration’s demands illegal, marked a major shift in tone for the nation’s most influential school, which has been criticised for capitulating to Trump administration pressure. A Trump administration letter to Harvard Friday demanded it reduce the power of students and faculty members over the university’s affairs.

  • SC to hear today bunch of pleas against provisions of ’95 waqf Act

    NEW DELHI: As Supreme Court readies to hear on Wednesday a bunch of petitions challenging Waqf Amendment Act, a petition by advocate Hari Shankar Jain sought scrapping of several provisions of waqf Act, 1995 and recent amendments alleging their use as tools by waqfs to illegally amass immoveable properties across India, reports Dhananjay Mahapatra.
    In his petition, Jain, who is in the forefront of litigation for restoration of Gyanvapi mosque at Varanasi and Idgah at Mathura to Kashi Vishwanath temple and Krishna Janmasthan temple, challenged as many as six section of the waqf Act alleging that because of these provisions “Muslims have been able to illegally capture the properties belonging to public utilities, govt, gram samajs and Hindu temples.”
    For the petitioner, advocate Vishnu Shankar Jain repeatedly pleaded before a bench of CJI Sanjiv Khanna and Justice Sanjay Kumar for hearing the petition along with those filed by AIMIM president Asaduddin Owaisi, AAP functionary Amanatullah Khan, NGO ‘Association for the Protection of Civil Rights’, Darul Uloom principal Arshad Madani, Islamic religious body ‘Samastha Kerala Jamiathul Ulema’, Anjum Kadari, advocate Taiyyab Khan Salmani, SDPI’s Mohd Shafi, All India Muslim Personal Law Board general secretary Mohd Fazlurrahim and RJD MP Manoj Kumar Jha.
    Petitions were also filed by DMK MP A Raja, who was part of the joint parliamentary committee on waqf bill, and CPI, but these were not listed along with the other bunch of petitions. TVK president Vijay, Congress MP Mohammed Jawed and Jamaat-e-Islami too have moved SC against the Act.
    A key objection to the changes carried out by Parliament to waqf Act was that these discriminated against Muslims purely on religious grounds and attempts to oust them from meaningfully administering waqf properties, which is a creation of their faith.

  • Amid Centre run-ins, Tamil Nadu sets up panel to ‘shield’ states’ rights

    CHENNAI: Amid his govt’s confrontation with the Centre, Tamil Nadu chief minister M K Stalin on Tuesday announced in the assembly the constitution of a high-level committee led by retired Supreme Court judge Justice Kurian Joseph to address concerns over states’ autonomy and federalism.
    The panel is tasked with recommending measures to protect constitutionally guaranteed rights of states and propose improvements in relationship between Centre and state govts. An interim report is expected by Jan next year and a full report in two years.
    BJP and AIADMK opposed CM’s move by walking out of the assembly while DMK’s allies supported Stalin. BJP state president Nainar Nagenthran expressed concern about the demand for “total autonomy”, questioning its fairness and appropriateness.
    “I place it on record with pain,” Stalin said, expressing concern about “the erosion of states’ rights and the need to fight for fundamental rights of the people”. Later, he said on X, “A strong Union is not built by weakening states. It is built by empowering them. And once again, Tamil Nadu rises to lead this call.” He added that Union govt’s steady encroachment into “rightful domains” of states has disrupted the constitutional balance.
    The committee includes former vice-chancellor of Indian Maritime University Ashok Vardhan Shetty and former vice-chairman of Tamil Nadu state planning commission M Naganathan.
    The committee will recommend measures to restore subjects that were moved from state to concurrent list; address “challenges faced by states in providing good governance”; ensure states have maximum autonomy in administration, assemblies, and judicial courts, without compromising the country’s unity and integrity; and consider recommendations of Rajamannar panel constituted in 1969 by former CM and Stalin’s father, late M Karunanidhi.
    The Rajamannar committee’s recommendations on the Centre-state ties were accepted by TN assembly on April 16, 1974. Subsequently, the Centre established the Sarkaria commission in 1983 and Justice Poonchi committee in 2004.
    Stalin expressed dismay that previous reports have not led to change. “Union govt is rapidly moving important powers in the state list such as health, law and finance to the concurrent list,” he said, arguing that education should be reverted to the state list.
    Expressing disappointment over AIADMK’s walk-out ahead of his announcement, Stalin said former chief ministers M G Ramachandran and J Jayalalithaa aligned with DMK in realising the demands of the people, regardless of differences of opinion.

    NEW DELHI: “Now, there’s another order by another judge” was how Supreme Court reacted while expressing its disappointment over the casual remarks made by judges of Allahabad high court in recent months.
    The court was referring to remarks made by a judge who, while granting bail to an accused, said the woman herself had invited trouble and was responsible for the alleged rape committed against her.
    The apex court has been expressing concern over the loose remarks and observations made by judges and taken suo motu cognisance in two cases. A bench of Justices B R Gavai and A G Masih was hearing suo motu a case which was initiated after the Allahabad HC had passed a controversial order that acts of grabbing a child victim’s breasts, breaking the string of her pyjama and attempting to drag her beneath a culvert do not constitute the offence of rape or attempt to rape.
    Though the bench deferred the hearing, it, however, noted the latest controversial remarks made by an HC judge earlier this month. Justice Sanjay Kumar Singh, while granting bail to an accused in a rape case, seemed to blame the complainant for agreeing to go to the accused’s house after getting drunk. “One has to be careful when saying such things, especially from this side,” the SC bench said.
    S olicitor General Tushar Mehta also shared the same concern and said such remarks (controversial remarks made by an HC judge earlier this month) send a very wrong signal about the judiciary. He said a judge must realise how his remarks would be perceived by a common person. “Justice should not only be done but also seen to be done,” Mehta said.
    In another case, SC had last year in Dec taken note of a speech by Allahabad HC judge Shekhar Kumar Yadav, in which he had reportedly said the country would function as per the wishes of the bahusankhyak (majority) while using a derogatory term for Muslims and saying that they were harmful for the nation. Amid protests that his remarks were unconstitutional and were aimed against the minority community, the apex court had sought a report from HC.

    लोकबंधु अस्पताल में लगी आग की वजह से मंगलवार को करीब 25-30 ऑपरेशन टल गए हैं। इसमें नेत्र रोग, आर्थोपैडिक, गाइनी, जनरल सर्जरी व ईएनटी यूनिट के हैं। मरीजों को अभी ऑपरेशन की डेट भी नहीं दी गई है। वहीं स्वास्थ्य महानिदेशक ने अस्पताल पहुंचकर निरीक्षण किया। लोकबंधु में मंगलवार की ओटी में हर दिन करीब 25-30 ऑपरेशन होते हैं। इसमें नेत्र रोग विभाग में हर दिन दस से पंद्रह मरीजों के ऑपरेशन होते हैं। इसके अलावा जनरल सर्जरी में आठ से दस ऑपरेशन, ईएनटी में चार से पांच, गाइनी में चार से पांच मरीजों के ऑपरेशन होते हैं। ये सभी ऑपरेशन टल गए। सभी विभागों की ओटी में ताला लगा है। अफसरों का कहना है ओटी व वार्ड के विसंक्रमित होने बाद ही ओटी का संचालन शुरू कराया जाएगा। स्वास्थ्य महानिदेशक ने लोकबंधु पहुंचकर अस्पताल का निरीक्षण किया। जले हुए वार्ड, आईसीयू को देखा। ओपीडी, इमरजेंसी समेत मरीजों को मिल रही अन्य सुविधाओं को भी देखा।

  • Champaran Satyagraha anniv: Nation that forgets its history, loses its geography, says governor

    Motihari: Governor Arif Mohammed Khan on Tuesday called for protecting the memories of the Champaran Satyagraha, launched by Mahatma Gandhi on April 15, 1917 — a turning point in the freedom movement of our country — stating that the nation which forgets its history, loses its geography.
    He was addressing a seminar on the 108 anniversary of the Champran Satyagraha, organised jointly by Mahtma Gandhi foundation and Krishi Vigyan Kendra at the local Gandhi Sabhagar.
    He said it was among the farmers of Champaran, exploited by a tyrannical imperialistic order, that Gandhi first experimented his non-violent agitation. “The seeds of the satyagraha planted by Gandhiji in the fertile soil of Champaran, trampled for decades by feudal lords forcibly supplanting the production of food by indigo for textile mills in foreign lands, sprouted and spread across the country into the largest peaceful freedom movement in the history of humankind. Gandhi introduced non-violence as an effective tool of social change. Love had been used earlier too for bringing about change in individual human behaviour but Gandhiji used this force for social change,” he said, adding Champaran is a “tirth” (holy place) and mirror of the freedom movement.
    “We have to preserve the memories of the national movement because we were slaves for a very long time. Other countries remained slaves for half the time we did, still their language and culture vanished,” he said, voicing for preservation of India’s history.
    Earlier he visited the local Charkha park and Satyagraha memorial pillar premises and paid floral tributes there. This function was presided over by MP Radha Mohan Singh.

    Patna: A 15-year-old girl has alleged that she was sexually assaulted in Gopalganj and her statement was officially recorded in court on Tuesday.
    The complaint, filed at the local police station, names three people and one unidentified person. Police have launched a search operation to apprehend the suspects.
    According to the girl’s statement, on the evening of April 10, she went to the local market to buy vegetables. While returning home, she was forced into a vehicle by two known people. She said she was rendered unconscious and taken to a house, where the assault took place. She was later left near a factory at around 9am on April 11.
