PM Modi to flag off 5 new trains on April 24
Patna: PM Narendra Modi is likely to flag off five new trains originating from the Samastipur division of the East Central Railway (ECR) on April 24. Preparations are underway to ensure the grand success of the event which is expected to be a significant step towards enhancing the region’s transportation infrastructure.
According to railway sources, the PM will flag off Bihar’s first Namo Bharat Rapid Rail, which will run between Madhubani and Patna Junction. The semi-high-speed service promises to drastically cut down travel time and offer enhanced comforts, beginning a new era of modern rail travel for the people of the state.
In addition, Modi will also flag off a new Amrit Bharat Express, between Saharsa and LLT Mumbai, aimed at catering to the large migrant population from Bihar who frequently travel to the western metropolis for work and other purposes. “The train is expected to provide a more affordable and comfortable journey,” sources said, adding that passenger trains on the Pipra-Saharsa, Bithan-Samastipur and Alauli-Saharsa are other new passenger trains to be flagged off by Modi.
Extensive preparations have been initiated, including station beautification, logistical arrangements, and passenger outreach, to ensure a smooth rollout of the programme. Sources said the launch is expected to be held virtually through videoconferencing from Madhubani, where the PM is to attend the Panchayati Raj function.
Samastipur divisional railway manager Vinay Srivastava told this newspaper, that though railways has started making all the preparations for the mega function, an official communication from the Railway Board is yet to reach the divisional headquarters at Samastipur. “These new trains are part of railways broader efforts to improve connectivity, enhance passenger experience and support regional development in the northern Bihar,” he said. -
Muzaffapur model shows results, as no AES deaths reported in two years
Patna: As summer approaches, cases of acute encephalitis syndrome (AES), locally known as chamki bukhar, have begun to emerge. So far, 10 cases of AES have been reported this year in the state, while fatalities have been zero.
Of these 10 cases, nine are from Muzaffarpur and one from Kishanganj, said Muzaffarpur DM Subrat Kumar Sen. “For the past two years, we have witnessed zero AES-related deaths, and we are committed to sustaining this progress,” said Sen, adding that awareness and quick medical aid are the mantras behind this success.
Sen said, to create awareness about the disease, the administration holds ‘sandhya chaupal’ every Saturday in all the 373 panchayats of the district, in which officials hold an interactive session with local people, informing them about the symptoms and preventive measures. “They are told about ‘chamki ko teen dhamki’ (three steps to protect against the disease), which are: ‘khelao’ (feed the children and ensure they do not sleep empty stomach), ‘jagao’ (wake them if the symptoms are seen), and ‘le jao’ (take them to the hospital),” said Sen. He added that from past experience, they saw that children from poor families were affected by the AES, as they slept empty stomach. They become vulnerable to the disease, as in the morning while their parents go out for work they roam in the scorching heat.
Sen said apart from awareness, they were also stressing quick medical aid to the affected children. Apart from govt ambulances, people have been told to use private vehicles to take children to the hospital, and the fare is reimbursed to them. The administration as well as the health department is also keeping a tab on the availability of doctors and medical staff. Monitoring of medical staff is done through the Darpan app, where photos of the doctors on duty and other medical staff are uploaded, and these are geo-tagged from 8pm to 10pm and between 6am to 8am.
Even health minister Mangal Pandey, through a statement to the media a day before, said the department was serious towards AES and its control, and several steps have been initiated to strengthen the health infrastructure.
The govt will provide a total of 1,000 AES kits to 350 health centres in those 18 districts that come under the AES-affected zones. These kits will have a digital blood pressure machine, glucometer, artificial mask bag unit or ambu bag, mucus sucker, and 13 other treatment-related products. The districts which will be provided these kits include Arwal, Aurangabad, East Champaran, West Champaran, Darbhanga, Gaya, Gopalganj, Jehanabad, Muzaffarpur, Nalanda, Nawada, Patna, Samastipur, Saran, Siwan, Sitamarhi, Sheohar, and Vaishali.

TMBU makes biometric attendance mandatory for all teachers, staff
Bhagalpur: Vice chancellor (VC) of Tilkamanjhi Bhagalpur University (TMBU), Jawahar Lal, has made biometric attendance system mandatory for all teaching and non-teaching employees at its affiliated colleges, postgraduate departments and university offices along with physical attendance on registers. The move is aimed streamline attendance and bring reforms in the working environment of the university.
According to TMBU PRO Dinkar, salaries of both teaching and non-teaching staff would be paid after the review of the double layered attendance system — biometric and physical — each month. Those found violating the biometric attendance system would be subject to suitable action by a disciplinary committee. The TMBU administration has also directed the institutional in-charges to ensure that the biometric machines are in proper working condition.
The PRO said, while the arrival timing for both teaching and non-teaching staff has been fixed between 10.30am and 10.45am, the scheduled timing for departure of teaching staff is 3.30pm and for non-teaching after 5pm. “The VC has asked everyone to adhere to the time schedule and mark their attendance at the time of arrival and departure in the biometric machines installed at their respective places of works,” he said.
“Employees arriving late at their respective places of work by even one minute will be marked absent. Teachers and other staff leaving before the scheduled departure will be penalized. I will be personally monitoring the adherence to the biometric attendance of the teachers and non-teaching staff,” the VC said.
The VC further said this directive is also applicable to the other university personnel, including officers and clerical staff. They have been asked to dispose of files within stipulated time frame and anyone found clearing the files late at their disposal beyond 3-days would be taken to task, he added.

He was living illegally in the US and had played a central role in orchestrating targeted killings, grenade attacks on police and extortion across Punjab. Happy Passia had taken responsibility for a series of 16 terror attacks that took place in Punjab during the last six months.
The FBI released a photo saying that Passia was arrested with the help of the ERO (Enforcement and Removal Operation) agency, which is engaged in a crackdown on all illegal immigrants staying in the US.

Beware of fake Chinese claims
Amid the US-China trade tariff war, US President Donald Trump has said, “By the way, we have nice conversations going with China. It’s really very good”. But Trump did not give details. The US President said, his main motive was to stop the “loot” of America that was going on and that has now stopped. He was optimistic of a deal with China and an honourable way out of the impasse. But China’s Ministry of Foreign Affairs said, since the US has started the tariff war, it was the responsibility of the US to end it. Meanwhile, social media like TikTok and X are now flooded with videos showing many high-end brands like Gucci, Prada, and even Hermes Birkin bags being manufactured in China at a fraction of its sale price.
Chinese social influencers on TikTok are posting videos of copies of many luxury brands of US and Europe being offered at throwaway prices. These influencers claim that most of these products are actually manufactured in China and sold at exorbitant rates throughout the world. For example, a Birkin bag that sells for $34,000 in Dubai and other cities, is shown as being produced in China for as low as $1,400. The supplier in the video says that over 90 per cent of the sale price is because of the brand’s logo. Americans are being lured to come to China to buy top luxury brands at throwaway prices. For this, they claim, China is offering free visa entry. Too many news and videos are being circulated nowadays on social media after the US-China tariff war broke out. People are offering Louis Vuitton and Birkin bags at throwaway prices in China, by organising “Free Global Shopping Festival”. All these marketing gimmicks are fake and baseless. They are meant to misguide genuine customers. Beware of such fake offers.
Why are Maulanas misguiding Muslims on Waqf?
Muslims staged protests against the Waqf Act in several cities after Friday prayers, even as All India Muslim Personal Law Board declared that despite the Supreme Court’s interim relief on three provisions of the law, protests across India would continue. The biggest protests were held in Hyderabad and Mangaluru. A big rally has been slated in Delhi on April 22. You will be surprised to know that several maulanas holding top posts in AIMPLB are also facing allegations of illegally occupying Waqf properties. They include Maualana Fazlur Rahim Mujaddidi, general secretary of AIMPLB. BJP leader Kirori Lal Meena has alleged that Maulana Mujaddidi has occupied 1,400 bighas of prime land in Jaipur worth several crores of rupees. The Maulana has denied this charge, saying that he was actually trying to save Waqf property, but his brother wants to occupy it by using fake documents. There are thousands of disputes relating to Waqf properties. A Dawoodi Bohra delegation met Prime Minister Modi in Delhi and alleged that several of the Dawoodi Bohra properties were suddenly declared Waqf property.
India TV reporter went to Mumbai’s Bhendi Bazaar, where a dilapidated residential building was bought by Saifuddin Burhani Upliftment Trust in 2015 in order to redevelop it. The dilapidated building was vacated by residents, but on the ground floor, a mosque came up all of a sudden, and it was declared Waqf property by the Waqf Board. I got this matter checked personally. Bhendi Bazaar is the oldest and most congested locality of Mumbai. Earlier, there were two-storeyed buildings, mostly more than 100 years old, and now these buildings are being demolished in order to redevelop them. The government made a bidding. Dawoodi Bohra community head wanted to build new homes for the poor and Saifuddin Burhani Upliftment Trust purchased this particular building for redevelopment. But when this building was declared Waqf property in 2019, the dispute got entangled in the Waqf Tribunal. Neither the poor got new homes, nor was the dream of the Dawoodi Bohra community head fulfilled. This is not a single case, but there are thousands of similar cases. The problem is, Maulanas have linked a property issue with religion and most of the Muslims are trusting what their Maulanas say. Several of these protests are resulting in violence in places like Bengal, where armed mobs forced Hindus to flee their homes.

MHA issues alert on online booking frauds targeting pilgrims, tourists; lists out dos and don’ts
In the wake of rising cyber crimes and the commencement of the Chadham Yatram, the Ministry of Home Affairs on Saturday issued an advisory to alert people about rising online booking frauds and steps to be taken to avoid such scams. Read on to know the dos and dont’s listed out by the government.
New Delhi:The Indian Cyber Crime Coordination Centre (I4C), under the Ministry of Home Affairs (MHA), has issued a public advisory warning people about a rise in online booking frauds targeting those going on pilgrimages and to tourist destinations.
These scams are being carried out through fake websites, misleading social media pages, fraudulent Facebook posts, and paid advertisements appearing on search engines such as Google.
How fraudsters target tourists
According to the advisory, fraudsters have been creating professional-looking fake portals and impersonating legitimate travel services. These bogus platforms offer services such as:
- Helicopter bookings for Kedarnath or the Chardham yatra
- Guest house and hotel reservations for pilgrims
- Online cab and taxi service bookings
- Holiday packages and religious tour arrangements
Victims are lured by the these authentic looking portals, end up making online payments and once the transaction is completed, they fail to receive any confirmation. The booking is never done and the contact details provided to them become unreachable.
To counter the growing threat, I4C has adopted a multi-faceted strategy to safeguard public interest:
Key measures being taken
- Scam Signal Exchange: Regular information exchange with IT platforms like Google, WhatsApp, and Facebook is being conducted to enable proactive detection and takedown of suspicious content.
- Enforcement: Cybercrime hotspots are being mapped, and concerned State and Union Territory authorities are being sensitised for better on-ground response.
- Cyber Patrolling: Efforts are underway to identify and disable fake websites, misleading advertisements, and impersonating social media accounts that deceive the public.
- Reporting Tools: The National Cybercrime Reporting Portal now features a suspect checking and reporting mechanism to simplify the process for victims and whistle-blowers.

- Use official government portals or well-known and trusted travel agencies for bookings.

- Report suspicious websites and fraud cases to the National Cybercrime Reporting Portal: www.cybercrime.gov.in or call 1930 for immediate assistance.
Don’ts
- Don’t trust websites just because they appear professional or carry advertisements on popular search engines.
- Don’t make payments without receiving proper verification or confirmation of the service.
- Don’t rely on WhatsApp or social media messages for bookings unless the source is verified.
- Don’t ignore missing confirmations or unreachable contacts – report such incidents immediately.
As online scams become more sophisticated, the public is urged to remain vigilant, verify information, and make use of official resources to avoid falling prey to cyber fraud, the MHA advisory said.

‘Live up to responsibility of protecting minorities’: India slams Bangladesh over Hindu leader’s murder
The Ministry of External Affairs, in its response to the killing of Hindu leader Bhabesh Chandra Roy, said that the incident follows a “pattern of systematic persecution of Hindu minorities” under the current regime in Dhaka.
New Delhi:India has sharply responded to the abduction and brutal killing of Bhabesh Chandra Roy, a Hindu minority leader in Bangladesh. In its response, the Ministry of External Affairs said that the latest incident “follows a pattern of systematic persecution of Hindu minorities” under the current Bangladesh government headed by Muhammad Yunus. MEA spokesperson Randhir Jaiwal stressed that “the perpetrators of previous such events roam with impunity.” The MEA condemned the incident and reminded the interim government to live up to its responsibility of protecting all minorities.
New Delhi reminds Dhaka of its responsibility
In a post on X, Jaiswal said, “We have noted with distress the abduction and brutal killing of Shri Bhabesh Chandra Roy, a Hindu minority leader in Bangladesh. This killing follows a pattern of systematic persecution of Hindu minorities under the interim government, even as the perpetrators of previous such events roam with impunity.”
“We condemn this incident and once again remind the interim government to live up to its responsibility of protecting all minorities, including Hindus, without inventing excuses or making distinctions,” the post further reads.
Hindu leader murdered in Bangladesh
Bhabesh Chandra Roy, he vice president of the Biral unit of the Bangladesh Puja Udjapan Parishad and a prominent leader of the Hindu community in the area, was earlier abducted and beaten to death. His body was recovered on Thursday night, The Daily Star said, quoting police and family members.
Roy received a phone call around 4:30 pm, which he claimed was made by the perpetrators to confirm his presence at home. Roy’s wife, Shantana, told The Daily Star.
Sharp downturn in India-Bangladesh relations
Notably, there has been a sharp downturn in India-Bangladesh relations following the ouster of former prime minister Sheikh Hasina. Hasina fled Dhaka in August last year in the face of a massive anti-government protest.
The interim government headed by Muhammad Yunus failed to contain attacks on minorities, especially Hindus, in that country, which further deteriorated the relations.
Meanwhile, India on Friday rejected remarks by Bangladeshi officials on violence in West Bengal and asked Dhaka to focus on protecting the rights of its minorities instead of indulging in “virtue signalling”.

Intel CEO Lip-Bu Tan Flattens Leadership Structure, Names New AI Chief, Memo Says
Intel’s new CEO, Lip-Bu Tan, is flattening the semiconductor giant’s leadership team, with important chip groups reporting directly to him, according to a memo from Tan seen by Reuters.
Intel has also promoted networking chip chief Sachin Katti to be chief technology officer and artificial intelligence chief, according to the memo.
The leadership changes are the first major move under Tan, who took the top job last month, to turn around the venerable Silicon Valley chipmaker after years of problems. Intel’s data center and AI chip group, as well as its personal-computer chip group, will report directly to him.
They previously were overseen by Michelle Johnston Holthaus, who remains chief executive of Intel products and whose work will expand to new areas.
“I want to roll up my sleeves with the engineering and product teams so I can learn what’s needed to strengthen our solutions,” Tan wrote. “As Michelle and I drive this work, we plan to evolve and expand her role with more details to come in the future.”
The shakeup by Tan, who has promised a leaner version of the storied American chipmaker, follows an extended period of turmoil at Santa Clara, California-based Intel.
The previous chief left last year following disagreements with its board of directors over how to turn the company around after years of manufacturing and product missteps. A top challenge is confronting the rise of Nvidia, which has become the dominant supplier of AI chips.
‘Slowly Suffocating’ Innovation
Despite acquiring several AI chip startups, Intel failed to settle on a coherent strategy to challenge Nvidia, and in January shelved its most recent attempt, a chip called Falcon Shores. Developing the new AI strategy will fall to Katti.
Tan’s email says Katti “is expanding his responsibilities to include the role of chief technology and AI officer for the company. As part of this, he will lead our overall AI strategy and AI product roadmap, as well as Intel Labs and our relationships with the startup and developer ecosystems.”
Katti, who is also a professor at Stanford University, will succeed Greg Lavender, who is retiring from Intel, according to the memo.
Intel is looking for a new head of government affairs, who will also report to Tan, “given the critical importance of Government Affairs in a complex global environment,” the CEO wrote. The predecessor, Bruce Andrews, who had worked in the Commerce Department under then-President Barack Obama, left Intel after November’s U.S. elections.
The replacement will be responsible for managing Intel’s relationships with governments in the U.S. and abroad at a time when President Donald Trump has put steep tariffs on China, where Tan’s venture capital fund has extensive investments.
In recent years, Intel’s executive team had included many business unit leaders, with technical leaders often layers below the CEO. Tan’s memo said three longtime technical executives – Rob Bruckner, Mike Hurley and Lisa Pearce – will now report to Tan.
“This supports our emphasis on becoming an engineering-focused company and will give me visibility into what’s needed to compete and win,” Tan wrote.
The memo follows Tan’s public comments that he aimed to trim layers of management from the company so that executive leadership would work more closely with its engineers.
“It’s clear to me that organizational complexity and bureaucratic processes have been slowly suffocating the culture of innovation we need to win,” Tan said in the memo. “It takes too long to make decisions. Shape-Recovering Liquid Accidentally Created by Student, Challenges the Law of Thermodynamics
An unexpected shape formed when a graduate student accidentally blended oil, water and nickel. Scientists discovered that the shape-recovering liquid defied the laws of thermodynamics. Instead of minimising the interfacial area and turning into a sphere, the mixture of liquid took the shape of a Grecian urn. This research was conducted by a team led by a graduate student, Anthony Raykh, at the University of Massachusetts Amherst; the findings were published on April 4 in the Journal Nature Physics.
The Accidental Discovery
As per the study, Raykh, a student of polymer science and engineering, was experimenting with a jumble of water, oil and nickel particles in a container. To create an emulsion, he shook the vial. The mixture didn’t get separated as it should have, instead, it formed the shape of a Grecian urn. Even after shaking the mixture multiple times, the liquid kept returning to this shape. Thomas Russell, a professor of polymer science and engineering, told Live Science that this is an odd behaviour of the particles. It is quite strange because such a mixture doesn’t blend, and it returns to the state of equilibrium.
A Challenge to Thermodynamics
The blend tends to reduce the line of separation or interfacial area between the two liquids before emulsion. The law of thermodynamics governs this tendency, showing how temperature, work, heat and energy relate to each other. The liquid generally forms spherical droplets, having a minimum surface area. In contrast to this, the Grecian urn has a higher surface area, contradicting the law of nature, baffling the scientists.
Magnetic Interactions Take Over
After the investigation of this strange behaviour of the particles, they found that the interactions between the particles of nickel “sort of took over” and defied the law of thermodynamics, Russell says. The magnetic poles of the particles attracted each other, making a chain on the surface of the liquid. This interaction intersects with the phenomenon of emulsion of the liquid. Russell told the researchers have examined the separation of the particles in an oil-water blend. But in contrast to this, Raykh had added nickel to the mixture, which nobody else did. Thus, none had observed the shape of the Grecian urn with higher interficial energy.
A Strange Case, Not a Violation
Initially, this seemed to challenge the law of thermodynamics, but Russell clarified that this is a strange behaviour of the particles due to the magnetic field. This magnetic field influenced a high interfacial energy, which resulted in the formation of a higher surface area shape.

NASA’s James Webb Space Telescope (JWST) has helped astronomers find a galaxy that seems to be the old twin sister of the Milky Way. With a central bulge of old stars, a vivid disc of stellar babies, and two separate spiral arms, the recently discovered galaxy Zhúlóng is the most distant Milky Way “twin” yet seen. The discovery questions our best models of cosmology, which hold that big galaxies such as this should develop over a difficult succession of smaller galaxy mergers several billion years ago.
Comprising around 100 billion solar masses, larger than the Milky Way, the star-forming disc of the galaxy stretches over 60,000 light-years. Found in 2023, Zhúlóng is by far the largest Milky Way lookalike found in an early epoch of the universe, forming more than a billion years earlier than the similarly organised spiral galaxy Ceers-2112.
JWST Discovers Ancient Milky Way Twin Galaxy Zhúlóng from the Early Universe
As per a study published in the journal Astronomy & Astrophysics, swirling limbs heading back to us show the Milky Way’s former twin. About one-fourth of the present universe’s age, the newly found galaxy called Zhúlóng formed one billion years after the Big Bang. The find tests our top cosmology models, which say that the lengthy process of smaller galaxy mergers over many billions of years makes massive galaxies like this.
Zhúlóng is the largest early look-alike of the Milky Way by far, having grown more than a billion years before Cers-2112, and a spiral galaxy of similar mass and structure.JWST spotted it in 2023 at around 11.7 billion light-years from Earth. No family tree studies were necessary; this long-lost relative was revealed by PANORAMIC, a wide-field look at billions of distant objects, entirely by accident.
The new finding adds fuel to an active cosmic fire started by JWST a few years ago that regularly reveals objects in the early universe looking too enormous and too quickly to fit in with our current best theories. The finding shows how JWST is essentially changing the way we see the early universe, and the researchers are urging follow-up work with JWST and the ground-based Atacama Large Millimetre/submillimetre Array in Chile’s desert to better understand our galaxy’s long-lost twin.
