Patna: A 50-year-old man was arrested in the early hours of Tuesday for allegedly raping a toddler in a slum area of Patna on Monday night.
The two-year-old girl was playing outside her shanty, when the accused, her neighbour, allegedly took her to an abandoned hut nearby and raped her. Hearing the girl’s screams, the local residents went to the spot and rescued the minor, who was found covered in blood, even as the accused managed to escape.
They then informed police, which reached the spot and sent the girl to Nalanda Medical College and Hospital (NMCH), Patna.
Patna City’s subdivisional police officer (SDPO)-I, Atulesh Jha, told this newspaper that the accused was arrested near the local bus stand around 12.30am, and his medical test was done at the NMCH. “Later in the morning, he was produced in the local court, which sent him to judicial custody. The incident took between 8pm and 9pm on Monday when the accused lured her to a hut about 20 metres away. Hearing the girl’s cries, her family, along with the local residents, reached the spot, and rescued her but the accused had managed to flee then,” he said.
The accused was booked under the relevant sections of Bharatiya Nyaya Sanhita (BNS) and the Pocso Act.
The SHO of the local police station said the girl’s condition is stable now. “Her medical test has been conducted. The FSL team was also called to the crime spot. The clothes of the accused and survivor have been preserved for further investigation.”

Three friends going to attend wedding die in Rohtas accident
Sasaram: Three young friends died in a road accident in Rohtas district late on Monday night. The incident took place on the Ara-Sasaram state highway under Nokha police station area when a speeding SUV collided with their motorcycle, killing all the three riders on the spot.
Through the sticker on the SUV, the vehicle was identified that of the block education officer (BEO) of Dawath of the district. The deceased were identified as Mantosh Kumar (20), Bhuwar Kumar (18) and Sajan Kumar (22)—all residents of Mujhanu village in Nokha police station area of Rohtas district.
According to police, the three friends were going to attend a wedding ceremony at Ramnagar when the accident occurred around 10pm. Following the collision, local people stopped the SUV. However, no damage was done to it due to the sticker of the DEO displayed on it.
After receiving information, police arrived at the spot and took possession of the vehicle. The bodies were sent for autopsy at the Sadar Hospital Sasaram and later handed over to their families. -

Patna City’s sub-divisional police officer (SDPO) I, Atulesh Jha, said that the accused, Ravindra Manjhi, was arrested by the police around 12.30am and was forwarded to jail on Tuesday.
“The incident happened between 8pm and 9pm when the girl was playing alone outside her hut. The accused lured her and took her to another hut about 20 metres away. When he was committing the crime, the locals gathered after hearing the girl’s cries. Her family also reached the spot, and she was taken to the hospital for treatment,” he said.
“On the information, the police arrested the accused from near the bus stand, and his medical test was done at NMCH. Later, he was produced in court on Tuesday and forwarded to jail,” the SDPO said.
The accused was booked under several sections of the Bharatiya Nyaya Sanhita (BNS), including the POCSO Act. The SHO said, “The girl’s condition is stable now. Her medical test was also conducted. The FSL team was also called to the crime spot to collect the evidence, and their clothes have been preserved for further investigation.”

New south campus of Patna University to be built in Saidpur
Patna: Patna University (PU) is planning to develop two separate campuses, a north and south campus, mirroring the structure of Delhi University. A master plan for the development of its south campus in the Saidpur area, which will be 4km away from the main academic campus, has already been submitted to the state govt.
PU’s development officer Khagandra Kumar told this newspaper on Monday that the south campus is supposed to have residential facilities for its teachers, university staff and hostels for the boys.
“The entire south campus in Saidpur is currently planned to be converted into a residential campus at a cost of ₹750 crore. For this, the proposal with the model has been sent to the state education department by the university for approval,” Kumar said.
He pointed out that the south campus will have hostels for accommodation of about 7,000 students. Besides, there will be separate residential buildings for the teachers and staff. “There will be a football ground in the middle of these buildings, a volleyball court as well as a mini market complex, where students will also get everything they require,” he said, adding that the marketing complex will be towards the Bazar Samiti campus.
Kumar added that the blueprint of the campus along with the architectural model of the residential premises and other amenities in the south campus have been prepared in the light of all modern requirements of students and teachers.
PU vice-chancellor Ajay Kumar Singh said the university has been constantly reminding the state govt about the proposed development of its south campus. “When fully developed, this complex will have five to six buildings of G+10 (of different shapes). While some of these buildings have been earmarked for boys’ hostel, others will provide accommodation for the teachers and staff of the university,” the VC said, adding that besides having sufficient space for sports and games activities, a swimming pool will also be constructed at the site. The entire campus will be developed as a ‘green campus’.
PU is already developing its main campus by constructing new administrative and academic complexes on Ashok Rajpath and constructing new hostels for foreign scholars and girl students.
PU’s former vice-chancellor Girish Kumar Chaudhary said CM Nitish Kumar had earlier assured him that the govt would provide all financial help for the development of PU’s new campus at Saidpur. PU had initially acquired about a plot of 35 acres of land at Saidpur for the development of its campus in 1956, but in 2017, seven acres of its land were transferred to the proposed science city developing in its vicinity.
PU internal quality assurance cell (IQAC) director Birendra Prasad said as the construction of the metro between the main campus and the south campus is already going on, students and teachers residing at Saidpur complex would not face any inconvenience in commuting from one end to the other. “Students will reach from the north to south campus within a few minutes,” he said.
As PU is approaching its second accreditation cycle by the National Assessment and Accreditation Council (NAAC), it is busy developing its entire campus. “The university will apply for its accreditation in the second cycle as soon as NAAC opens its portal,” Prasad said. -
Bhagalpur has 5,649 nonagenarian voters, efforts on to boost voting percentage: DEO
Bhagalpur: Bhagalpur district has altogether 5,649 nonagenarian voters enrolled on the electoral roll, as per the updated list of district election cell on April 19, 2025.
“Out of the total 5,649 elderly voters in the age group of 90 years and above, 733 will be casting their votes for Bihpur assembly, whereas 745 in Gopalpur, 477 in Pirpainty (SC), 858 in Kahalgaon, 668 in Bhagalpur, 1247 in Sultanganj and 931 in Nathnagar assembly segments,” said Sweta Kumari, district election officer (DEO) on Monday.
Recently, senior district officials held a meeting with the election officials and representatives of the political parties, seeking suggestions about the arrangements to be made for the nonagenarian voters, besides increasing the voting percentage in different assembly segments.
Deputy development commissioner (DDC), Pradip Singh, said that Bhagalpur district witnessed low voting percentage in the parliamentary elections in 2024 in comparison to 2020. Therefore, steps should be taken to increase the voting percentage, he said.
“Awareness programme is being run for the cross sections of the society, including the 90-plus voters to participate in the voting process,” the DDC said, while seeking cooperation from common people, including political parties’ workers.
In a comparative analysis of the statistics about voting percentages of 2020 and 2024 assembly elections in the district (assembly segment wise), it was found that the voting percentage in 2024 polls was relatively less compared to 56.96% in the assembly segments in the district for the assembly elections held in 2020.
Referring to addition and deletion of names in the electoral roll, the DDC informed that 13,513 applications were submitted for addition of names in the electoral roll in the form (prapatra) 6 and 5379 applications for deletion of names in the form 7, besides 9,880 applications for rectification in the voter details in the form 8 have been received till April 18.
The DEO, when contacted by TNN on Monday, said that efforts were underway to increase the voting percentage in the assembly segments of the district for the forthcoming assembly elections. “We will make efforts so that nonagenarian voters cast their votes in large number. We will reach out to the families to motivate their senior family members to cast their votes in the forthcoming election,” she said. -
Minister lays foundations for 2 new buildings at TPS collage
Patna: State rural development minister, Shrawan Kumar, on Saturday laid foundation for the two new five-storied buildings — one dedicated to vocational courses and the other as a multipurpose facility at T P S College, Patna, a constituent unit of Patliputra University (PPU). These upcoming buildings have been named after CM Nitish Kumar’s mother Parmeshwari Devi and father Kaviraj Ram Lakhan Singh, respectively.
Talking to TOI here on Sunday, college principal Upendra Prasad Singh said that the proposal to rechristen the buildings in the names of the chief minister’s parents was unanimously approved by the college’s staff council. The college has decided to rename vocational building after CM’s mother Parmeshwari Devi, while multipurpose building has been named after CM’s father Kaviraj Ram Lakhan Singh, he said.
Addressing the gathering, rural development minister emphasised the state govt’s commitment to strengthening the higher education sector, particularly in enhancing skill development and vocational training opportunities for students.
According to college principal, the new vocational block will provide state-of-the-art facilities aimed at equipping students with practical skills aligned with industry needs, while the multipurpose building is expected to serve as a hub for academic and extracurricular activities.
“The construction work is scheduled to be completed by the end of this year, paving the way for students to benefit from the expanded infrastructure from the next academic session,” he said. -

Patna: After a brief spell of rain and wind bringing relief from heat, Patna meteorological office has predicted hotter days ahead with significant increase in maximum temperatures across the state.
“Day temperatures at majority of the places in the state are expected to go up by 4-6°C in the coming four days. But no significant change in minimum temperatures is predicted for the next one week,” said Met office in its daily weather bulletin on Sunday. However, the minimum temperature of the state were recorded 2-4°C above normal in the last 24 hours, which means nights would also be warmer in the coming days.
According to the weather bulletin, barring few places, the entire region would remain mostly dry in days to come. “Dry weather is likely to prevail over majority of the places in the coming week except for few districts of Supaul, Araria, Kishanganj, Madhepura, Saharsa, Purnia and Katihar in north-eastern parts of the state, that may witness light showers at one or two places on April 26,” said the weather report.
“The minimum temperature will most probably remain in the range of 22-26°C while maximum temperature maybe witnessed between 38°C and 42°C during this period,” predicted the Met office.

Rise in violence by rejected suitors: Strong family system a way out, say experts
Patna: Recently the state was rocked by a horrific double murder and suicide at Ara railway station in Bhojpur district, where a 24-year-old man, Aman Kumar, shot dead a 16-year-old girl and her father before killing himself, while she was about to board a train for New Delhi on March 25. The girl’s fault — she had rejected Aman’s advances.
A few days later on March 29, a similar incident took place in capital Patna, where a 21-year-old student, Rahul Raj, shot dead his 20-year-old girlfriend, Arpita, before killing himself following an altercation at Janardan Ghat off J P Ganga Path. Raj, who hailed from Madhubani district, and Arpita, a resident of Vaishali, had come to Patna to meet each other.
Earlier, on March 21, another man, Nakul Sharma (20), shot his girlfriend Aparna in leg near AIIMS-Patna in Phulwarisharif police station area. “The couple were in a relationship for several years. They had an argument over their marriage plans, which led to the shooting,” Phulwarisharif subdivisional police officer Sushil Kumar Singh had said.
Though taking extreme steps after feeling jilted in love is not new, a concerning pattern has emerged in Bihar of late, where rejected suitors are resorting to violence against women, with psychologists attributing the trend to a man’s possessiveness and feeling of control in relationships.
The cases often involve young couples where the man feels entitled to the woman’s affection and becomes aggressive when rejected. Though police are working to bring the perpetrators to justice, rise in the frequency of such cases raises concerns about societal attitudes towards relationships and the need for awareness about consent.
Head of psychiatry department at Nalanda Medical College and Hospital, Patna, Dr Santosh Kumar, attributed such violence to the growing lack of patience among youths these days.
“The youth today have poor coping skills and find it difficult to cope with stress in a healthy manner. Relations rapidly getting sore has a lot to do with their poor communication skills as well. The way out is a stronger family system, learning resilience, having a support system and encouraging the stressed to vent their feelings in a healthy manner,” he said.
Former Bihar director general of police (DGP), Abhyanand, highlighted the need for sociological investigations as being done in some western countries, besides the probe into the offence according to the defined law.
“The police should also look into the background of the accused, his mental condition and academic standard, while preparing the investigation report in such cases. Youths are the future of the country, so there should be a provision for mental counselling of such accused,” the former DGP said.

PM Modi to flag off 5 new trains on April 24
Patna: PM Narendra Modi is likely to flag off five new trains originating from the Samastipur division of the East Central Railway (ECR) on April 24. Preparations are underway to ensure the grand success of the event which is expected to be a significant step towards enhancing the region’s transportation infrastructure.
According to railway sources, the PM will flag off Bihar’s first Namo Bharat Rapid Rail, which will run between Madhubani and Patna Junction. The semi-high-speed service promises to drastically cut down travel time and offer enhanced comforts, beginning a new era of modern rail travel for the people of the state.
In addition, Modi will also flag off a new Amrit Bharat Express, between Saharsa and LLT Mumbai, aimed at catering to the large migrant population from Bihar who frequently travel to the western metropolis for work and other purposes. “The train is expected to provide a more affordable and comfortable journey,” sources said, adding that passenger trains on the Pipra-Saharsa, Bithan-Samastipur and Alauli-Saharsa are other new passenger trains to be flagged off by Modi.
Extensive preparations have been initiated, including station beautification, logistical arrangements, and passenger outreach, to ensure a smooth rollout of the programme. Sources said the launch is expected to be held virtually through videoconferencing from Madhubani, where the PM is to attend the Panchayati Raj function.
Samastipur divisional railway manager Vinay Srivastava told this newspaper, that though railways has started making all the preparations for the mega function, an official communication from the Railway Board is yet to reach the divisional headquarters at Samastipur. “These new trains are part of railways broader efforts to improve connectivity, enhance passenger experience and support regional development in the northern Bihar,” he said. -
Muzaffapur model shows results, as no AES deaths reported in two years
Patna: As summer approaches, cases of acute encephalitis syndrome (AES), locally known as chamki bukhar, have begun to emerge. So far, 10 cases of AES have been reported this year in the state, while fatalities have been zero.
Of these 10 cases, nine are from Muzaffarpur and one from Kishanganj, said Muzaffarpur DM Subrat Kumar Sen. “For the past two years, we have witnessed zero AES-related deaths, and we are committed to sustaining this progress,” said Sen, adding that awareness and quick medical aid are the mantras behind this success.
Sen said, to create awareness about the disease, the administration holds ‘sandhya chaupal’ every Saturday in all the 373 panchayats of the district, in which officials hold an interactive session with local people, informing them about the symptoms and preventive measures. “They are told about ‘chamki ko teen dhamki’ (three steps to protect against the disease), which are: ‘khelao’ (feed the children and ensure they do not sleep empty stomach), ‘jagao’ (wake them if the symptoms are seen), and ‘le jao’ (take them to the hospital),” said Sen. He added that from past experience, they saw that children from poor families were affected by the AES, as they slept empty stomach. They become vulnerable to the disease, as in the morning while their parents go out for work they roam in the scorching heat.
Sen said apart from awareness, they were also stressing quick medical aid to the affected children. Apart from govt ambulances, people have been told to use private vehicles to take children to the hospital, and the fare is reimbursed to them. The administration as well as the health department is also keeping a tab on the availability of doctors and medical staff. Monitoring of medical staff is done through the Darpan app, where photos of the doctors on duty and other medical staff are uploaded, and these are geo-tagged from 8pm to 10pm and between 6am to 8am.
Even health minister Mangal Pandey, through a statement to the media a day before, said the department was serious towards AES and its control, and several steps have been initiated to strengthen the health infrastructure.
The govt will provide a total of 1,000 AES kits to 350 health centres in those 18 districts that come under the AES-affected zones. These kits will have a digital blood pressure machine, glucometer, artificial mask bag unit or ambu bag, mucus sucker, and 13 other treatment-related products. The districts which will be provided these kits include Arwal, Aurangabad, East Champaran, West Champaran, Darbhanga, Gaya, Gopalganj, Jehanabad, Muzaffarpur, Nalanda, Nawada, Patna, Samastipur, Saran, Siwan, Sitamarhi, Sheohar, and Vaishali.

TMBU makes biometric attendance mandatory for all teachers, staff
Bhagalpur: Vice chancellor (VC) of Tilkamanjhi Bhagalpur University (TMBU), Jawahar Lal, has made biometric attendance system mandatory for all teaching and non-teaching employees at its affiliated colleges, postgraduate departments and university offices along with physical attendance on registers. The move is aimed streamline attendance and bring reforms in the working environment of the university.
According to TMBU PRO Dinkar, salaries of both teaching and non-teaching staff would be paid after the review of the double layered attendance system — biometric and physical — each month. Those found violating the biometric attendance system would be subject to suitable action by a disciplinary committee. The TMBU administration has also directed the institutional in-charges to ensure that the biometric machines are in proper working condition.
The PRO said, while the arrival timing for both teaching and non-teaching staff has been fixed between 10.30am and 10.45am, the scheduled timing for departure of teaching staff is 3.30pm and for non-teaching after 5pm. “The VC has asked everyone to adhere to the time schedule and mark their attendance at the time of arrival and departure in the biometric machines installed at their respective places of works,” he said.
“Employees arriving late at their respective places of work by even one minute will be marked absent. Teachers and other staff leaving before the scheduled departure will be penalized. I will be personally monitoring the adherence to the biometric attendance of the teachers and non-teaching staff,” the VC said.
The VC further said this directive is also applicable to the other university personnel, including officers and clerical staff. They have been asked to dispose of files within stipulated time frame and anyone found clearing the files late at their disposal beyond 3-days would be taken to task, he added.

PU to implement e-governance system soon for automation of academic functions
Patna: Aiming at automating and integrating its diverse administrative and academic functions, Patna University (PU) has decided to develop an e-governance ecosystem through Samarth (Smart Administration Management and Resource Transformation Hub), an initiative by the ministry of education.
Khagendra Kumar, PU development officer, told the newspaper on Friday that a workshop on implementation of e-governance in the state universities will be held in New Delhi on April 30 and May1. “The PU is part of a five-member group, being mentored by Chaudhary Charan Singh University, Meerut, which will implement the e-governance system. Other members of this group are Madras University; Acaharya Nagarjuna University, Andhra Pradesh; and Kalyani University, West Bengal. The vice-chancellors, nodal officers and representatives of the state govts concerned will attend the workshop,” he said.
Kumar added that Samarth encompasses a wide array of modules covering the entire spectrum of university administration. Key functional areas of this platform include management of student life cycle (admission, registration, result processing, degree issuance, etc.), establishment and human resources (employee information), finance and accounts, and academia, besides other potential modules like library system, hostel and transpor.
Ashok Kumar Jha, in charge of PU IT cell, said that Samarth is explicitly designed with national education policy requirements in mind. It aims to facilitate compliance with key mandates under NEP 2020 and other regulatory frameworks. This will facilitate data submission for National Institutional Ranking Framework, integration with the Academic Bank of Credits and generation of reports related to institutional performance, quality assurance, and metrics tracking autonomy and accountability, he said.
Meanwhile, L N Mithila University (LNMU), Darbhanga, under the mentorship of Ravenshaw University, Cuttack (Odisha), has been chosen for clustering and collaboration with Anna University, Chennai; Jadavpur University, West Bengal; Palamuru University, Telangana; and Kumaun University, Uttarakhand, for multi-disciplinary education.
Jha said that PU and LNMU have received Rs 100 crore each under PM Usha (Uchchatar Shiksha Abhiyan) recently for all-round development of their infrastructure and research activities. -
NOU convocation: 53 to get gold medals on April 22
Patna: Altogether 4,177 scholars who have passed the different examinations of 2023 and 2024 from Nalanda Open University (NOU) will receive their degrees at the university’s 17th convocation to be held at Bapu Sabhagar of Samrat Ashok Convention Centre here on April 22. As many as 53 students, who topped the postgraduate examinations in different subjects in regular batches will be awarded gold medals.
NOU vice-chancellor (VC) Ravindra Kumar said former VC of Indira Gandhi National Open University (IGNOU), Nageshwar Rao, will be the chief guest and deliver the convocation address. Governor-cum-chancellor Mohd Arif Mohammed Khan will preside.
All the scholars would be required to wear the formal convocation dress prescribed by the chancellor’s secretariat while receiving their degrees. The prescribed dress for female recipients is a white ‘salwar’ and lemon yellow ‘kurta’ or lemon yellow-coloured ‘sari’ with a red border and red blouse. For male recipients, the dress consists of a white ‘kurta’ and white ‘pyjama’ or ‘dhoti’. All the scholars would be given Malviya ‘pagdee’ and ‘angvastram’ at the convocation site.
“The university has almost regularized its academic sessions by ensuring timely conduct of examinations and publication of results,” the VC said.
It may be mentioned here, established in 1987 in the light of the National Education Policy-1986, NOU has been admitting students to as many as 105 study programmes, including 28 postgraduate courses, seven PG diploma courses, 27 degree courses and more than 25 certificate courses. There is no limitation of seats in all these courses as these courses are open to all eligible students possessing the required qualifications. Women get a 25% concession in the fee at the time of admission. -
Herald case: Youth Cong workers hit the streets over ED chargesheet against Rahul, Sonia
Patna: In a mark of protest over the chargesheet submitted by the Enforcement Directorate (ED) against party leader Rahul Gandhi and his mother Sonia Gandhi in the National Herald case, the youth wing of Congress disrupted the service of an express train at Secretariat Halt in Patna on Friday.
During the protest, the youth workers had laid down on the railway tracks and stopped the Jaynagar-Patna Express train. The police, however, acted swiftly and removed the protesters from the tracks.
Youth Congress state president Shiv Prakash Garib Das said that Rahul has been active in Bihar and raised questions against the NDA govt at the centre as well as in the state. “He has been raising issues related to the Dalit, backward and minority communities in the country. That has scared the Narendra Modi govt, which is misusing power and harassing our leaders. Today, we have stopped a train and will continue fighting on issues,” he said.
On the other hand, the BJP Yuva Morcha members on Friday too had hit the streets over the same issue and burnt effigies of Rahul and Sonia over their alleged involvement in the case near the Income Tax roundabout.
On April 16, Congressmen staged a similar protest near the ED office in the state capital. State Congress president Rajesh Ram, AICC Bihar in charge Krishna Allavaru, legislature party leader Shakeel Ahmed Khan and other party leaders and workers had staged a demonstration at the Income Tax roundabout. -
Wait over, PU reopens hostel doors for boys
Patna: After nearly a year, Patna University (PU) will finally reopen the doors of its boys’ hostels, with old boarders to be given preference while allotting rooms in the first phase, likely to happen in a week’s time.
A decision to allow hostel accommodation was taken during a meeting on Thursday under the chairmanship of vice-chancellor Ajay Kumar Singh. Anil Kumar, PU dean, students’ welfare, proctor Manoj Kumar, registrar Shalini and superintendents of all postgraduate hostels attended the meeting.
It was decided that in the first phase, hostels would be allotted to those boys who were earlier occupying rooms, and were asked to vacate the same by the university administration in the wake of the brutal murder of B N College student Harsh Raj in the last week of May 2024. Old boarders can apply for hostel allotment between April 21 and 26.
“Old boarders will have to submit fresh applications and deposit the requisite fee for getting accommodation in hostels. The process will be completed within a week,” said dean Kumar.
In the second phase, fresh allotment will be made only after admissions in the 2025-26 academic session get over. It, however, was decided that rooms in Faraday House of Patna Science College, and Jackson and Minto hostels of Patna College will not be allotted to the students at present as they are under repair. It was further decided that only bona fide students of the university will be allowed to occupy rooms in the university hostels, said the dean.
There are 26 hostels under Patna University, 20 for boys and the rest for girls. The hostels can accommodate 1,400 boys and 998 girls.
After the murder of Raj on Patna Law College campus in May last year, the then governor-cum-chancellor, Rajendra Vishwanath Arlekar, had asked the district administration as well as university authorities to get all the boys’ hostels vacated, taking a strong view of the deteriorating law and order, and frequent clashed among the boarders.
The boarders of all the hostels were compelled to seek accommodation in private lodges of the city.
When the new academic session of the PU commenced last year, no hostel accommodation was given to the freshers either.
The PU administration, on its part, wrote to the office of the chancellor on several occasions for according his permission to allot hostels to the needy students, but the latter did not permit the university to do so. At best, he allowed the university administration to provide hostel accommodation only to the girls. -
Tejashwi to head GA coordination committee for Bihar polls
Patna: In its first meeting in the run-up to the assembly elections, scheduled later this year, the opposition Grand Alliance appointed RJD leader Tejashwi Prasad Yadav as chairman of the coordination committee, a development many in the party see as his acceptance among Mahagathbandhan partners as CM candidate.
The committee will take decisions on various issues concerning the Bihar elections — from settling the seat-sharing issue, preparing a common manifesto and common minimum programme (CMP), to chalking out election-related strategy and checking irregularities in the voters’ list. The panel will also maintain coordination with alliance partners. While Tejashwi will head the committee, leaders from every alliance partner will be its members.
The formation of the coordination committee followed a brainstorming session at the RJD office in Patna on Thursday which lasted for about three hours. Besides RJD, representatives from other Grand Alliance partners such as the Congress, Left Front and Vikassheel Insaan Party (VIP) attended the meeting.
Tejashwi later launched a scathing attack on the ruling NDA govt in Bihar, alleging the state has been lacking a “stable” govt for the past 13 years. “Together we will go to the masses and form the people’s govt,” the Leader of Opposition in the assembly said at a press conference, alleging the NDA govt has failed miserably to check crime and corruption.
Alleging that Bihar lagged behind other states in every sphere during the last 20 years of NDA rule, Tejashwi wondered how the ruling alliance has paid scant regard to the people who have been electing them for the past two decades.
Tejashwi’s appointment as coordination committee chief comes days after his meeting with Congress president Mallikarjun Kharge and Leader of the Opposition in Lok Sabha, Rahul Gandhi, in New Delhi.
The development was met with jubilation among RJD supporters. “We are very happy as the Grand Alliance partners have indirectly accepted him (Tejashwi) as the CM face. This is in line with the sentiments of the people of Bihar who want to see him as the next CM,” RJD spokesperson Chitranjan Gagan said.
Congress, which has not endorsed Tejashwi as CM face, ruled out any confusion about who will lead the INDIA bloc during the assembly elections.
“There is no confusion about the leadership of the INDIA bloc. The confusion persists in the NDA, instead. While Haryana CM says Samarat Choudhary (deputy CM) will be NDA’s CM candidate, PM Narendra Modi during his rally in Bihar says he has come to meet his ‘ladle’ (darling), not the CM. So confusion prevails in the NDA,” Bihar in-charge Krishna Allavaru told the media.
VIP chief Mukesh Sahani, while denying any rift within the opposition ranks, said he stands solidly with the alliance and they would form the next govt in the state. Hitting out at the ruling coalition, Sahani said, “Everyone talks about things that happened 20 years ago, but no one pays attention to the prevailing sorry state of affairs in the state.”
Prominent leaders who attended the meeting include state Congress president Rajesh Kumar, CLP leader Shakeel Ahmad Khan, former state Congress chief Madan Mohan Jha, CPI(ML) leaders Kunal, Dhirendra Jha and K D Yadav, Ram Naresh Pandey of the CPI, Lalan Choudhary (CPM) besides many from the RJD. -
Woman found dead, dad says husband killed her for opposing illicit affair
Patna: A 25-year-old woman was allegedly murdered by her husband in Vaishali district for opposing his extramarital affair. Puni Kumari had apparently been missing from her in-laws’ house for the last three days. Her body was recovered from the Ganga on Thursday.
The woman’s family members alleged that her husband, Avinash Kumar, and his family had killed her. Avinash and his family are on the run. Raids are being conducted to nab the accused, police said.
According to the police, Puni, daughter of Lal Babu Rai, a resident of Rustampur in Vaishali district, got married to Avinash, a native of Rampur Shyamchand village, some five years back.
The couple has two children — a three-year-old son and a one-year-old daughter. According to Puni’s father, Avinash allegedly has an extramarital affair, which she had opposed, leading to her death.
Raghopur SHO, Pankaj Kumar, said, “Her husband, Avinash, used to run a grocery store in Delhi. The deceased’s father claimed his son-in-law was having an illicit affair with another woman for the past six months. When Puni objected to this, she was physically assaulted. Troubled by the harassment, Puni told her husband to marry the other woman and let her live in peace.”
Puni’s father told the police that two months back, Avinash brought her from Delhi to Rampur Shyamchand village. “When Puni insisted on staying with Avinash, he strangled her to death and threw her body in the river,” the SHO said, quoting the father.
Lal Babu, in his statement, mentioned that villagers raised suspicion his daughter may have been murdered. He told the police that when he reached Avinash’s house, no one was there.
Following this, Lal Babu filed a complaint with the police, suspecting murder. The family also began searching for her. Three days later, the body was found in the Ganga at Zamindari Ghat, eight kilometres from the house. The police were immediately informed.
“The deceased’s father has also alleged that he gave Rs 2 lakh and jewellery as dowry at the wedding. After some time, the in-laws began to harass the daughter. The husband started demanding Rs 6 lakh to start a business. A case has been registered based on the father’s statement. The body has been sent to Sadar Hospital, Hajipur, for post-mortem. Further investigation is on,” the SHO added. -
16-year-old boy shot dead over old dispute in Bhojpur
Ara: Miscreants shot dead a 16-year-old boy at Bhaluhipur locality under Ara Town police area in Bhojpur district on Thursday morning. The deceased was identified as Golu Kumar, son of Vakil Yadav. Golu, who sustained six bullet injuries, was declared brought dead by doctors at sadar hospital Ara, police said.
According to the family members, Golu was on his way to a cattle fair to buy a cow, when about six miscreants intercepted and opened fire at him, resulting in his death. They also alleged that the miscreants decamped with Rs 2 lakh cash that Golu was carrying with him. However, the Town police station house officer (SHO) Devraj Rai told the TOI on Thursday afternoon that no snatching of money had come to light during the preliminary investigation.
Golu’s cousin, Manish Kumar, told mediapersons at the hospital that a quarrel had taken place few days ago between Golu and few youths of his locality. “They were threatening to lodge a case against Golu. When Golu confronted them on Wednesday evening and asked them why they were bent upon sending him to jail, they didn’t relent. They also threatened him to kill him and they shot him dead on Thursday,” he said.
The SHO said as per the preliminary probe a heated argument took place between Golu and the accused youths over some old dispute on Wednesday evening. However neither side lodged a complaint in this regard with the police. “In our investigation, names of three youths have come up as the accused in the case. Police are conducting raids to nab the culprits. Though the boy’s family has not registered an FIR yet, the police are investigating the case and making all efforts to apprehend the suspected accused,” the SHO added. -
BAU develops organic sindoor from fruit
Bhagalpur: In an effort to address the health hazards caused by chemicals in vermilion, which married Hindu woman put in their hair parting as a symbol of their marital status, scientists and researchers at Bihar Agricultural University (BAU) in Sabour, Bhagalpur, have developed organic ‘sindoor’ from a fruit. Traditional sindoor sold in the markets often contains harmful chemicals, including heavy metals, that can cause skin irritation and toxicity, potentially leading to other dermatological disorders.
D R Singh, BAU vice-chancellor (VC), who is overseeing the organic sindoor project, said that it is produced from the fruits of Bixa orellana plant, a perennial bush also known as annatto, lipstick plant, achiote, latkan or senduri. The BAU scientists have extracted and stabilised the fruit pulp to produce the organic sindoor. After this successful innovation, they have begun propagating its saplings for distribution among farmers as well.
The scientific breakthrough is not only expected to promote organic sindoor in the cosmetic industry, but also in pigment-producing industries.
The BAU VC said that they are also planning to organise awareness camps and learning sessions for farmers to motivate them to become agri-entrepreneurs by producing safe organic sindoor commercially.
The BAU VC said that the researchers are also working to cater to the demand for other organic cosmetic products.
The director of research at BAU, A K Singh, who led the project team, said that studies have shown traditional sindoor sold in markets can cause irritation and skin toxicity, resulting in blisters, itching, rashes, pigmentation and sometimes dermatological disorders.
Scientist V Shazda Bano and Krishi Vigyan Kendra scientist Rajesh Kumar were also part of the team. -
Last date of form submission for PWC entrance test April 30
Patna: Patna Women’s College (PWC), an autonomous institution under Patna University (PU) and accredited with an A++ grade by NAAC in the fourth cycle, is drawing a huge rush of girls seeking admission to its UG and PG courses in the new academic session (2025-26). The last date for online application submission for admission to these courses is April 30.
According to PWC principal Sister Mary Rashmi, appearing candidates of the Intermediate (Class XII) examination will be eligible for the entrance test for admission to the UG programmes and, similarly, appearing candidates of degree examinations will be eligible for admission to the PG courses in the college. “Admission will be made strictly based on the merit list prepared after the entrance test for the respective programmes of study,” she said.
PWC has introduced two new courses, namely, clinical nutrition and dietetics at the BSc honours stage and two PG courses in economics and history from the new session. The institution introduced bachelor courses in data science and analytics, artificial intelligence and machine learning, fashion designing, professional commerce and PG course in social work last year which are gaining wide popularity.
The college will hold separate entrance tests for admission to each of its undergraduate programmes. While the test for admission to the honours courses in AICTE-approved BCA and BBA courses will be held on May 26, the entrance test for admission to BSc courses in physics, chemistry, botany, zoology, mathematics and statistics will be held on May 27. However, there will be no entrance test for admission to data science and analytics, clinical nutrition and dietetics and artificial intelligence and machine learning.
The entrance test for admission to all BA courses will be held on May 27. Admission to the BCom course will be made based on an interview scheduled to be held on May 30. There will be no entrance test for admission to the PG diploma courses in computer applications, advertising and marketing management, fashion designing and journalism and mass communications.
“Admission to other self-financed courses and general postgraduate courses will be made based on interviews to be held on May 30 and 31. The first merit list of different courses will be published between May 29 and June 02,” the principal said. -

Ara: Bharatiya Janata Party (BJP) neta Rakesh Ojha on Wednesday lodged an FIR against three named people for allegedly opening fire on his SUV when he along with other party men and friends was returning to his village, Ojhwaliya, from a Tilak ceremony at Bharauli village under Shahpur police station area in Bhojpur on Tuesday night. Rakesh is son of Visheshwar Ojha, the former BJP state vice-president, who was brutally murdered in 2016.
Shahpur SHO Kumar Rajnikantsaid that the accused had also attended the ceremony in which the BJP neta was present. “An old enmity is believed to be the reason behind the attack. An FIR has been lodged against Shivajeet Mishra, Kishun Mishra and Sant Mishra, while the fourth one is yet to be identified. Shivajeet Mishra and Kishun Mishra are from Sonbarsha village, while Sant Mishra hails from Bharauli under Shahpur police station.”
Rakesh Ojha, state executive committee member of the Bharatiya Janta Yuva Morcha (BJYM), the youth wing of the BJP, said, “I along with my party men and friends had gone to Bharauli village to attend a Tilak ceremony. Fortunately, while returning from there, I chose to sit in another SUV that was behind my car. The accused, thinking that I was travelling in my SUV which was moving ahead, chased the vehicle and opened fire while overtaking it. However, I escaped the attack due to swapping of the vehicle at the last moment. I identified three attackers but I couldn’t figure out the fourth one.”
Shahpur additional SHO, Kumari Jyoti, said, “The case is being investigated and we are trying to gather evidence from the spot.”

Patna: A 28-year-old painter died by suicide under Shastri Nagar police station area in city on Wednesday. The deceased, identified as Bablu Kumar (28), a resident of Jehanabad district, took his life by hanging himself from the ceiling of his room on the open terrace where he resided.
“Bablu was living in a rented room in the Patel Nagar locality. The sister of the deceased informed the police about his death. She claimed that Bablu hanged himself to the ceiling of his room at the terrace. However, no suicide note was recovered from the spot. The body was sent to Indira Gandhi Institute of Medical Sciences (IGIMS) for post-mortem,” said Ramesh Kumar, Shastri Nagar police station in-charge.
According to police, Bablu’s sister was ill for quite some time. For the past two months, the brother and sister were living together in the rented room. Another brother lived separately from them in Patna. “Bablu was bearing all the expenses of his sister’s treatment. The family’s financial situation was not good either. The reasons for the suicide are unclear. People in the vicinity are being questioned for some clues,” the SHO said.

Motihari: Governor Arif Mohammed Khan on Tuesday called for protecting the memories of the Champaran Satyagraha, launched by Mahatma Gandhi on April 15, 1917 — a turning point in the freedom movement of our country — stating that the nation which forgets its history, loses its geography.
He was addressing a seminar on the 108 anniversary of the Champran Satyagraha, organised jointly by Mahtma Gandhi foundation and Krishi Vigyan Kendra at the local Gandhi Sabhagar.
He said it was among the farmers of Champaran, exploited by a tyrannical imperialistic order, that Gandhi first experimented his non-violent agitation. “The seeds of the satyagraha planted by Gandhiji in the fertile soil of Champaran, trampled for decades by feudal lords forcibly supplanting the production of food by indigo for textile mills in foreign lands, sprouted and spread across the country into the largest peaceful freedom movement in the history of humankind. Gandhi introduced non-violence as an effective tool of social change. Love had been used earlier too for bringing about change in individual human behaviour but Gandhiji used this force for social change,” he said, adding Champaran is a “tirth” (holy place) and mirror of the freedom movement.
“We have to preserve the memories of the national movement because we were slaves for a very long time. Other countries remained slaves for half the time we did, still their language and culture vanished,” he said, voicing for preservation of India’s history.
Earlier he visited the local Charkha park and Satyagraha memorial pillar premises and paid floral tributes there. This function was presided over by MP Radha Mohan Singh. -
Teenager alleges sexual assault in Gopalganj
Patna: A 15-year-old girl has alleged that she was sexually assaulted in Gopalganj and her statement was officially recorded in court on Tuesday.
The complaint, filed at the local police station, names three people and one unidentified person. Police have launched a search operation to apprehend the suspects.
According to the girl’s statement, on the evening of April 10, she went to the local market to buy vegetables. While returning home, she was forced into a vehicle by two known people. She said she was rendered unconscious and taken to a house, where the assault took place. She was later left near a factory at around 9am on April 11. -
Youth dies in hit-and-run incident
Patna: A young man lost his life in a hit-and-run incident in Vishambpur village under the Bihta police station area in Patna district on Tuesday.
The deceased was identified as Roshan Kumar alias Tillu (22), son of Mahesh Rai, a resident of Gonwa village in the Naubatpur police station area. He was employed by an e-commerce company.
Police have sent the body for post-mortem examination and initiated an investigation into the incident. -
We will decide CM face amicably, says Tejashwi
Patna: RJD leader Tejashwi Prasad Yadav on Tuesday said the chief ministerial candidate of the Mahagathbandhan for the upcoming assembly elections would be decided amicably in consultation with alliance partners.
Tejashwi, who met Congress president Mallikarjun Kharge and leader of the opposition in the Lok Sabha, Rahul Gandhi, in Delhi on Tuesday, said, “The discussions were very positive and we will sit with our other alliance partners in Patna on April 17. We will contest the election on real issues. We are fully prepared.”
“We do not disclose our strategy to the media. But it is certain that this time NDA will not come back to power and the Mahagathbandhan will form its govt in Bihar. We are committed to advancing the state, which currently suffers from the lowest per capita income, high poverty and mass migration due to the step-motherly treatment by the Centre,” he added.
When asked about the chief ministerial face, the leader of the opposition in the Bihar legislative assembly, said, “Everything will be finalised after discussions with the allies.”
While RJD leaders, including party president Lalu Prasad, have already declared Tejashwi as the alliance’s CM face, the Congress has consistently maintained that the matter will be decided after the election results.
Political analysts believe that the three Left parties in the alliance are unlikely to object to Tejashwi as the CM candidate. They suggest that the Congress will eventually have to accept his leadership. However, a key point of contention is the number of seats the Congress wishes to contest, reportedly around 70, while Tejashwi is unwilling to concede more than 50.
Many Congress leaders argue that the party had a better strike rate in 2015, winning 27 out of 41 seats contested in alliance with JD(U) and RJD, compared to just 19 out of 70 in the 2020 elections. They attribute the lower performance in 2020 to the allocation of many unwinnable seats previously never secured by the RJD.
Seat-sharing may become even more complex if the Vikassheel Insaan Party (VIP), led by Mukesh Sahani, and the Rashtriya Lok Janshakti Party (RLJP), headed by former Union minister Pashupati Kumar Paras, join the alliance. The RLJP formally severed ties with the BJP-led NDA on Monday.
Commenting on Tuesday’s meeting, BJP state president Dilip Jaiswal said that the Congress was seeking to dominate the RJD this time.
JD(U) state spokesperson and MLC Neeraj Kumar said the Congress was hesitant to endorse Tejashwi as the CM face due to the corruption charges against him. “If the Congress accepts the leadership of such a person, it will be their misfortune and darkest day,” he said.
Meanwhile, Kharge posted on X, “We will offer a strong, positive, just and welfare-oriented alternative to the people of Bihar in the coming elections. Bihar will gain freedom from the BJP and its opportunistic, deceitful alliance. Youth, farmers, labourers, women, backward and extremely backward classes, and all sections of society want a Grand Alliance govt.”
AICC in charge for Bihar, Krishna Allavaru, said, “Today was the initial meeting. We will all sit together and take a collective decision on the CM face. The next meeting will be held in Patna on April 17 to chart out the future strategy.”
The meeting was also attended by AICC general secretary K C Venugopal, RJD MPs Manoj Jha and Sanjay Yadav, Bihar Congress president Rajesh Kumar and Allavaru. -
BRC honours widows of martyrs
Patna: In a heartfelt tribute to the courage and sacrifice of soldiers and their families, the Bihar Regimental Centre (BRC) in Danapur held a special function to honour ‘Veer Naris‘, the widows of martyred soldiers, under its welfare initiative ‘Hamesha Aapke Saath’ at the BRC auditorium on Tuesday.
The event was organised by the Army Women’s Welfare Organisation (AWWO), which has been actively involved in supporting families of brave hearts. AWWO president Ekta M Guru said the function was aimed at expressing gratitude and offering continued support to the ‘Veer Naris’, who have shown immense strength after the loss.
Senior officers of the BRC, members of the AWWO and families of serving personnel attended the ceremony. During the event, the ‘Veer Naris’ namely Sadhna Singh (wife of martyred sepoy Rura Pratap), Urvashi Devi (wife of martyred sepoy Satyendra Kumar), Pinky Devi (wife of martyred sepoy Kavindra Kumar), Mini Devi (wife of martyred sepoy S B K Choudhary), Rinki Devi (wife of martyred Naik Santosh Singh), Nisha Kumari (wife of martyred sepoy Pravesh Bhoi), Aniket Kumar and Naitik Kumar (sons of martyred sepoy Mahesh Kumar Singh) were felicitated with tokens of appreciation, financial assistance.
The AWWO president reiterated the Danapur Army women’s welfare organisation’s commitment to the welfare of soldiers’ families. “The sacrifice of our brave soldiers will never be forgotten and it is our duty to stand by their families,” Guru said. -
2 injured in scuffle over land dispute between neighbours
Patna: Two people were injured in a scuffle between two neighbours over land in Lalji Tola under the jurisdiction of Gandhi Maidan police station in Patna on Tuesday morning. During the scuffle between the families of one Shakuntala Devi and Sadanand Yadav, one side also fired around 12 shots in the air.
According to the CCTV camera footage that has emerged of the incident, the members of both the families are seen pelting each other with stones, besides being engaged in physical fights.
A police team arrived at the location after receiving information about the incident.
According to police, the conflict stemmed from construction of a boundary wall by Shakuntala’s family, causing hindrance to the opening of a window of Yadav’s house. The two people, who sustained injuries in stone pelting, were admitted to a nearby private hospital.
Gandhi Maidan station house officer Rajesh Kumar said Shakuntala’s family was adamant about constructing the boundary wall, while their neighbour Yadav had constructed a window that opened towards their side. “On Tuesday, after a heated argument, both the parties threw stones and bricks at each other, while someone from Yadav’s side even opened fire in the air, causing panic among the residents,” the SHO told this newspaper, adding they had started an investigation. “Empty bullet shells were recovered from the spot. The police, however, have not received any complaint from any of the groups yet.” -
FIR against RJD MLA for removing barrier on highway in Motihari
Motihari: National Highways Authority of India (NHAI) on Sunday evening lodged an FIR against Manoj Yadav, RJD leader and MLA of Kalyanpur assembly constituency, and his supporters for allegedly removing barrier of girders that were installed to block an illegal cut on the NH-28 near Kotawa ROB on Piprakothi –Gopalganj Road. The case was lodged in Kotawa police station in East Champaran district on the instruction of Motihari DM, Saurabh Jorwal.
This illegal and dangerous cut was closed by NHAI on the same day after more than one dozen persons were killed in road accident in past.
NHAI safety manager, Vivek Singh, said that when the cut was being closed with iron barriers, the MLA arrived with his supporters and uprooted the newly constructed barrier, besides created obstructions and damaged the govt properties. After this, NHAI safety manager reported the matter to the DM, who asked circle officer, Monika Anand, and SHO of Kotawa to close the illegal cut on the road.
However, the MLA clarified his position stating that this illegal cut connects Areraj, Dpau and Sahebganj from where 50 buses pass daily. “If this cut is closed big buses and trucks will not be able to pass through Kazhiya ROB,” he said.
SP Swarn Prabhat said, “A case has been registered against MLA Manoj Yadav and his supporters in Kotawa police station for uprooting the barrier fixed at illegal cut on NHAI road and damaging the govt properties. The police will take action against them.”
